- Taxonomy Modernization & Crosswalk Engineering: Author comprehensive Activity Code Lists and ABC Code Dictionaries; construct bi-directional crosswalk tables in MS Excel/SQL mapping legacy codes to modernized structures, collaborating with federal program leads to validate non-1:1 split allocations.
- Model Unification & Dry-Run Testing: Lead the technical consolidation of separate agency cost models into a unified MMA CostPerform engine
- Curriculum Design & Training: Develop training curricula (instructor guides, student manuals, 1-page operational cheat sheets); facilitate hybrid and virtual instructor-led training (vILT)
- Embedded Support & Help-Desk Monitoring: Provide daily user advisory across CostPerform and Tableau, maintain a centralized help-desk support ticket log, and report recurring compliance trends to the client team.
- Education: Bachelor’s or Master’s degree in Accounting, Finance, Economics, Business Administration, or a related quantitative field.
- Experience: 5–10 years of experience in federal cost accounting, budget formulation/execution, Activity-Based Costing (ABC), and financial modeling.
- CostPerform Software Proficiency: Demonstrated hands-on experience building, updating, and troubleshooting enterprise cost models in CostPerform.
- Federal Systems Mastery: Proven experience extracting, reconciling, and validating data from federal accounting and timekeeping platforms (e.g., FBMS, QuickTime, NFC, PRISM, or equivalent).
- Taxonomy & Crosswalk Design: Documented background establishing cost accounting structures, activity dictionaries, and bi-directional crosswalk tables for enterprise organizations.
- Instructional Design & Training Delivery: Proven experience designing technical courseware and facilitating interactive training workshops for federal personnel.
- Software Tools: Proficiency in Microsoft Office Suite (advanced MS Excel modeling, Word, PowerPoint); familiarity with SQL or relational databases for data manipulation.
- Communication & Advisory: Strong executive briefing skills with the ability to translate complex cost allocation mechanics into actionable leadership presentations.
- Security: Ability to obtain and maintain a DOI Public Trust clearance/suitability determination; U.S. citizenship required.
- Active Certified Managerial Accountant (CMA), Certified Government Financial Manager (CGFM), Project Management Professional (PMP), or CPA license.
- Experience with Tableau Desktop, Power BI, or QlikSense for executive financial dashboarding.
- Experience modeling Technology Business Management (TBM) cost pools and towers.
- Direct experience supporting Department of the Interior (DOI) bureaus (BSEE, BOEM, USGS) or federal regulatory fee-setting / rulemaking (OMB Circular A-25).
- Experience with Python or automated ETL data pipelines for financial data cleansing.
